This seminar features two talks by Professors Chih-shian Liou and Chung-Min Tsai and from National Chengchi University in Taipei, Taiwan. Professor Liou will speak on “Leapfrogging through Innovation Ecosystems: China’s Industrial Policy Regime and the Rise of Private High-Technology Companies,” followed by Professor Tsai’s presentation on “China’s Semiconductor Dilemma: Administrative Guidance or Market Orientation?” Together, these talks examine the political economy of China’s technological development under intensifying U.S.–China competition. By exploring innovation ecosystems, industrial policy, and semiconductor strategy, the seminar sheds light on the opportunities and limitations of state-led technological advancement in contemporary China.
